Theoretical analysis of communication as a lens for integrated risk management

Faced with complexity, uncertainty, dynamism and turbulence, risk management must absolutely move towards approaches that allow it to integrate the principles of transversality, flexibility and collective knowledge. Indeed, managing each risk in isolation constitutes a risk in itself, as the correlations and trade-offs that may exist between them will be disregarded. Thus, integrated risk management turns to be obvious. However, there is no risk management without communication. It intervenes in the perception of risks, as well as their identification and analysis up till the effective contribution to their management. The role of communication in integrated risk management is paramount. The question of the operationalization of such communication, being a latent variable, so that it allows a global and transversal management of risks is also of great importance. The objective of this article is to highlight the role of communication as a lever for integrated risk management as well as the proposal of a measurement scale to operationalize risk communication. The difficulty in communication comes from the fact that the individuals have different knowledge that must be transformed through communication into global collective knowledge. Indeed, risk communication must go beyond the differences in the techniques and languages used. The latter requires an open communication of objectives, a simple and common language and an infrastructure favoring it, i.e. an information system.
