Since its launch in 2008, the PMV has been a lever for the promotion of agricultural cooperatives and the creation of an environment conducive to the development of the cooperative sector. PMV is the most suitable strategy for agricultural cooperatives. Thanks to the said strategy, Morocco has become one of the competitive countries in terms of agricultural production and the quality of agricultural products, there are high-level agricultural cooperatives competing with international companies, particularly with the "sector" approach adopted. This sector approach makes it possible to promote agricultural production in qualitative and quantitative terms; it also allows the diversification of local products in fragile areas. The cooperative economic model is considered a strategic choice of the state. Several support and accompanying measures have been taken by the public authorities to revitalize this sector, but there are still poorly organized cooperatives, blocked and in cessation. This research work consists of measuring the impact of the PMV on agricultural cooperatives in Morocco, analysing the performance of the governing laws and finding ways to improve the cooperative sector. Our methodology is based on mapping the different strategies, laws and programs that have contributed to the dynamics of agricultural cooperatives. This work highlights the impact of Moroccan legislation on the cooperative sector. This work aims to put agricultural cooperatives on the right track in legal, financial and technical matters. The results of this work will demonstrate the role of public policies in supporting and boosting agricultural cooperatives, thus allowing the creation of new generation cooperatives and the restructuring of the Moroccan cooperative sector.
