Succession management in Moroccan public administration: Case Regional Directorate of Taxes Marrakech

Succession management is a human resource management strategy used to prepare a pool of employees with the skills and abilities to become successors to senior executives and leaders leaving an organization for various reasons such as retirement, resignation, transfer, dismissal, death or any other form of the termination of employment.
The concept of succession management has long been a subject of study in the private sector, but not in the public sector. A research in 2007 showed that of some 130 studies in succession management conducted between 1980 and 1993, only five involved in the public sector. Nonetheless, succession management is increasingly discussed in the public sector, and the dangers of not having adequate succession plans and mechanisms in place are becoming increasingly evident. Succession management is undoubtedly an essential and vital process within any organization, whether private or public. But the public sector is more called upon to take the necessary measures to guarantee the continuity of the public service which is the face of the country in the world, knowing that the right approach of the latter constitutes an index of performance. All this as well as the attempts of the Moroccan government to improve the performance of its various services prompted us to choose this subject to develop our research. The different results are obtained through mixed research with the aim of taking advantage of the advantages of both methods, but also of the fact that the human element is the main protagonist of our research.
The results obtained show that the field of work in succession management is still open and requires a great deal of government intervention, whether to better explain the concept already to the various officials in charge of human resources management as well as for the implementation of a real policy of knowledge management and its transfer to allow the continuity and improvement of public services.
