The evolution of public service management methods and the change in the territorial governance system in Morocco
Abstract
In a context marked by social and economic change and technological progress, local authorities are facing challenges in terms of financing, technicality and governance. This situation calls for changes in the operating paradigm of these communities and in their modes of governance.
In addition, it seems necessary for current local management tools to adapt to current contextual mutations (David Carassus, Patrick Lemaire, G. Le Meur, 2016).
With this in mind, the way public services are managed in Morocco is evolving, from classical management to the modern management known in the private world. Thus, the concern of the influence of this evolution on the mode of territorial governance is persistent, hence the main question of this article.
The aim of this article is to answer the following question: Is there a link between these changes in management methods and changes in the way local authorities are governed?
To address this issue, we have opted for an approach that combines a documentary study and observation, as a methodology practiced in management science, to observe the implementation by local authorities of certain governance principles and modalities known in the private sector.
The research will enable us to draw up useful recommendations for territorial governance.
