Evolution of social policies in Morocco

Abstract

The concept of social public policies has sparked keen interest among various stakeholders, whether they are governmental or researchers. This has led to the emergence of different definitions that seek to grasp the nature of this intricate concept. Some conceptions view social public policies as a governmental action or an outcome of the political system, while others approach it as a specialized field within academic disciplines and research. This domain allows for the analysis of economic, social, and political development processes, from their conception to implementation, and to assess their impact on the social well-being of citizens. The objective is to highlight necessary measures and corrective actions to improve the living conditions of marginalized and vulnerable individuals. Thus, this article aims to present a comprehensive analysis of social policies, highlighting their concept, objectives, significance, and content. Subsequently, our study focused on the Moroccan context, examining the various key stages that have marked the evolution of social policies in Morocco, taking into account the challenges faced since independence up to the present day. This article aims to elucidate the complexity associated with defining the concept of social policy, as well as to examine the evolution of the main policies implemented in Morocco from its independence until 2018.
